An investigator of Hispanic decent. He had a fairly illustrious career on High-seat. He works directly under Henry Ibsen. Will works for the High-seat smuggling ring and has been using misdirection to keep Henry off the case. additionally, he has been having “relations” with Ibsen’s wife during the entirety of their marriage.
